The message that lottery commissions try to convey is that lottery playing is a harmless and fun activity. But there’s another, darker underbelly to lottery marketing: It dangles the promise of instant riches in an age of inequality and limited social mobility.

The purchase of lottery tickets cannot be accounted for by decision models based on expected value maximization. Instead, these purchases are driven by risk-seeking behavior and other factors that can be accounted for by the utility functions of lottery purchasers.
